The ceremony was attended by NONECO OIC-General Manager, Engr. Wilbe B. Bilbao, with the presence of NONECO Victorias Board of Director Jesus Maria Roa, OIC-ISD Manager, Ruben Dela China, ISD personnel, and Local Government Officials of Victorias, Councilors Warlito Undar, and Danilo De Asis, Jr., together with the representative from the Office of 3rd District of the Province, Ms. Alyana Montepio.
